The Environmental Protection Agency (EPA) introduced its Final Rule for Oil and Natural Gas Operations on December 2, 2023 (EPA oooob), which includes a specific focus on “covers and closed vent systems” (CVS) at sites established, modified, or reconstructed after December 6, 2022. Closed vent systems encompass a wide range of components, including storage tanks for produced oil and water, along with associated pumps, compressors and seals.
Under this new rule, the objective is to achieve “no identifiable emissions” (NIE) from covers and closed vent systems at tank batteries, which effectively prohibits tank venting, as determined through prescribed inspections and emissions imaging requirements outlined in the regulation. These inspections, comprising audio, visual, olfactory, and imaging assessments, must occur at the same frequency as the requirements for managing fugitive emissions.
The rule will become effective in 60 days from being published in the Federal Register, which we believe is imminent, and could require a fast response by some operators to meet the requirements.
Venting from above ground storage tanks is typically caused by production surges, unexpected higher production volumes, worn hatch seals and excessive pressure due to various factors.
