Texas – San Antonio Nonattainment Zone
Located in Bexar County, San Antonio is the 7th most populous city in the U.S. and the 2nd most populous in Texas. On July 17, 2018, the EPA designated eight counties in the San Antonio, Texas metropolitan area as the San Antonio, Texas nonattainment area for ozone. The current status of the nonattainment area is Marginal, which limits emissions of VOC or NOx to 100 Tons per Year (TPY).
The Texas Commission on Environmental Quality (TCEQ) is the regulatory agency for enforcing Federal and state emissions regulations in Texas. Although the sources of ozone pollution in the area are varied, TCEQ requires oil and gas operators in the nonattainment zone to secure air permits and report their operations’ Potential to Emit (PTE) before constructing new well pads and production facilities. The TCEQ Control Credit formula allows operators to claim up to 100% credit if six criteria are met (see table below).
